Execution Strategy

North West Upgrading has approached this project in a 'bite size' manner. Each of the three phases are being developed in sequential fashion to ensure that overall capacity of vendors, shops, and qualified contractors are not overextended. North West has formed a strategic alliance with SNC Lavalin and PCL Industrial Management for the overall project management services and prime contractor site activities. Each of these firms are best in class and have extensive experience in the oil and gas sector and particularly in the Alberta marketplace. In addition to their overall project management role, they will be performing in excess of 50% of the detailed Engineering, Procurement, and Construction (EPC) scope.  The balance of the project scope will be executed by EPC contractors with direct experience in their given scope and the Alberta marketplace. Wherever possible, services by these contractors have been consolidated to provide the highest level of consistency across the project.

As the project progresses, North West's execution philosophy revolves around the following key points:

  • The health and safety of all personnel is of utmost importance. A target of Zero Lost Time Accidents has been set for the project.
  • Proven technology suppliers
  • Project of Choice - Project Site that is close to Edmonton with the ability to pull from a large and varied labour pool, no camp requirements, and good transportation infrastructure to and from the site, bussing and park and ride services from Edmonton
  • Maximizing engineering and procurement completeness prior to initiation of module yard and field activities
  • Maximizing modularization
  • Maximizing workforce planning to maintain high productivities
  • Supplier of Choice agreements in selected areas
  • Highly qualified construction contractors with proven track records
  • Early recruitment of Operations personnel to ensure a high level of site training concurrent with pre-commissioning activities
